IV is an ultrasecret organization founded by defeated Nazis to pursue a Fourth Reich in The Destroyer. Its later leader, Adolf Kluge, redirects the surviving network toward finance and technology as its original political goal becomes increasingly impractical. It comes into conflict with Harold W. Smith, director of the covert organization CURE.

[1]

Organization and aims

The organization combines Nazi ambitions with a financial and corporate network. Kluge cuts some links to neo-Nazi groups while retaining others as allies. IV’s stake in Platt-Deutsche provides a route into a new American mission; Kluge summons Heinrich Kolb, an aging geneticist and surviving founder, from retirement to work through a contact at the company’s American subsidiary.

[2]

The Numbers

IV’s eugenic project produces the Numbers, genetically engineered identical men raised for work and military service. Kluge ends the laboratory program but retains its products as a remnant of the earlier plan. Only a small group remains by the final campaign. The organization’s manufactured population is distinct from the neo-Nazi groups it recruits or supports.

[3]

Financial collapse and the Hoard

A campaign brings neo-Nazi forces into London in an attempt to revive the Fourth Reich. Smith subsequently exposes IV’s financial holdings. Kluge destroys a hard drive, strikes Smith and escapes through Europe toward Argentina under an assumed name, but Smith freezes the organization’s assets and leaves it destitute.

[4]

After Smith says the Hoard could provide capital to rebuild IV and that selling it could disrupt Germany’s economy, Kluge leads an expedition with the surviving Numbers and a handful of skinheads. Later he sends the few remaining skinheads to rent trucks and gather more men. Remo reports that the Hoard has been moved and kills Kluge. In the Epilogue, Heidi leads the thirty surviving Numbers as they conceal her share of the treasure.
