The Destroyer#38Bay City BlastThe DestroyerBook 381979
A wealthy newcomer, Rocco Nobile, arrives in the declining New Jersey city of Bay City and promises civic renewal through a new Improvement Association. His influence over the sitting mayor and the city’s business suggests the promised transformation will carry political consequences. CURE sends Remo to assess the situation, then asks him to protect Nobile while a larger operation takes shape.
Rocco Nobile arrives in Bay City, uses blackmail to secure the mayor’s resignation, and presents himself as the leader of a civic redevelopment effort. He is secretly federal agent Wardell Pinkerton the Third, an undercover operative whose Bay City role is part of CURE’s plan to draw criminal organizations into one place for a later sweep; he does not know CURE directs the operation. Remo and Chiun are sent to assess the city and then guard Nobile. Meanwhile, handgun designer Sam Gregory forms the Rubout Squad with Mark Tolan, Al Baker and Nicholas Lizzard, believing Nobile is surrendering the city to the Mafia. Baker invents claims that a family bakery is a heroin factory and that local police collect regular payoffs.
Tolan and Gregory act on the false claims: Tolan kills the Wo Fat family, sets their bakery on fire, then kills two Improvement Association secretaries and Louie. Remo and Chiun conceal the bakery family’s gunshot deaths as fire deaths to protect CURE’s operation. Chiun later kills Baker and Lizzard when they try to lure him and Remo from their motel room. Gregory operates a tank that shells City Hall; Tolan shoots a patrolman from its turret, then leaves it to pursue Nobile. Remo defeats Tolan, whose later fate is not stated. Gregory escapes by boat, but Chiun fires the tank cannon at it, and the narrative depicts Gregory dying in the explosion. A federal task force begins arrests in Bay City. Nobile remains unaware of CURE and prepares to vanish; no new name or subsequent identity is supplied.

Remo kills seventeen pardoned criminals, ten lawyers and Sam Speer at the bagman’s lake house, then burns the bribe money. After rejoining Chiun, he is ordered to assess Bay City without killing there.
Remo observes police collecting money, follows a limousine to River Street lofts receiving equipment, and meets Jonelle and her pimp at the Roaring Twenties Lounge. He reports suspected organized crime to Smith, who tells the pair to leave; they choose fishing.
Sam Gregory sees what he believes is the Mafia taking over Bay City, recruits Mark Tolan, Al Baker and Nicholas Lizzard, and names the group the Rubout Squad and himself the Eraser. Baker’s claimed mob credentials are false.
Nobile maintains the appearance of decline while consolidating business and receives the Eraser’s pencil-bearing threat. Ruby blocks the limousine exhaust with a potato, enters the apartment, finds weak security and reports to Smith before leaving.
Remo and Chiun go on an offshore shark-fishing trip. Chiun kills the shark after it attacks, but the line breaks and the carcass sinks; Remo says it got away.
Smith tells Remo that Nobile is federal agent Wardell Pinkerton III and explains that CURE has spent years helping place him inside organized crime to centralize criminal operations in Bay City for a later sweep. Remo is assigned to guard him. Lizzard rents one apartment while skimming the fee; Baker invents loft crime claims, and Tolan visits City Hall without carrying out an attack.
Gregory’s group prepares to attack a supposed drug factory. Baker invented his claims about the site; meanwhile Tolan confronts Remo over training noise, and Chiun tells a story about Master Shang-tu and a Siamese king.
At City Hall, Nobile gives Remo and Chiun criminal cover stories for their guard roles; Chiun corrects Nobile’s description of his nationality. Nobile remains unaware of CURE. Chiun incapacitates the existing office bodyguard, who later goes to hospital.
Believing Baker’s invented story that the Wo Fat family runs a heroin lab, Tolan kills Wo Fat, his wife and their three children and sets the fortune-cookie factory on fire. Baker discovers the powder was flour. Remo and Chiun enter the fire, find the bodies and conceal their gunshot deaths as fire deaths to protect the operation.
Gregory complains that newspapers report the bakery deaths as a fire. New York Post reporter Peter Plennary interviews Nobile, who repeats that the family was not criminal. Nobile recounts OSS training with Conrad MacCleary and their shared instructor Harold W. Smith. Gregory plans an attack on the Improvement Association.
Remo asks Denise to find where a tall cross-dressed letter courier rented an apartment. He moves Nobile to a motel room. Tolan confronts Remo and is thrown out; Denise later gives Remo the address at 364 Barrack Street.
Lizzard enters the Association in disguise, but Baker’s invented payoff schedule and Louie’s numbers win are mistaken for confirmation of a gambling operation. Tolan enters before the group is ready and kills the two secretaries and Louie. The attackers escape as Remo arrives.
Nobile issues a false public account of the Improvement Association killings. Tolan sends Baker and Lizzard to lure Remo and Chiun out of their motel room; Chiun kills them. Police trace the broken pencils to a stationery store where Tolan had stolen them, and Remo recognizes Tolan.
Gregory operates a tank that shells City Hall; Tolan kills a patrolman from the turret and leaves to pursue Nobile. Chiun protects the mayor and Remo defeats Tolan, throwing him through a Mercedes windshield without a later fate being reported. Gregory flees by boat and Chiun kills him with the tank cannon. Smith reports federal arrests already underway. Nobile prepares to vanish, accepts Remo’s explanation of the Smitty nickname and remains unaware of CURE.
